版本 5.8 ，电脑曾经开启过 HTTPS Decryption 的开关，现在已经关闭，但是 python 运行程序仍然提示证书错误。比如

我也测试过 export https_proxy=;export http_proxy=;export all_proxy= 先清理代理也不行，
