jakes 大佬，目前好像只有 policy-path 是支持 external-policy-modifier 的，可否让 include-other-group 也支持 external-policy-modifier。 这样可以每个 include-other-group 都能自定义 test-url，现在在 smart + include-other-group 的策略组是不能调整 test-url 的。 @SurgeTeam
