问题描述：
smart group里测速显示fail，但仍然选择该子策略，无人和人为干预和手动覆盖。重启，重置也是如此。这个现象从最初使用smart组开始就一直存在。

问题分析：
测试一直显示「United States !2! 03 失败」，是一个不能联通的策略。
当更改 [smart组] 为 [url-test组] 时可以正常工作，不会连接这个不通的子策略。
