支持新协议 juicity

Juicity is a quic-based proxy protocol and implementation, inspired by tuic (with many thanks).

Juicity is implemented with the following goals:

More stable.
More actively maintained.
Better UDP implementation.
Better compatibility and consistency with clients in Golang.

非常能希望支持juicity协议

tuic 不更新了, 估计 tuic 用户也不会自行编译, 长期看 tuic server 一定会因为没有及时跟随上游代码而出问题
juicity 做 tuic 的替代比较合适
