Please go to Surge - Home, scroll down to the bottom, and tap "More Settings".
You may find yourself with a pop-up page without any icons. Then, tap "Allow Personal Hotspot Access" and make sure your proxy ports were assigned ideally without any conflicts to any commonly used ports (For example, port 80, 443, and so on).
And then, go to your other device, and connect to your iPhone hotspot. Then, go to the Wi-Fi info page of your Android phone and enable "HTTP PROXY". Names may vary due to different systems and manufacturers. And fill in the information you inserted earlier on your iPhone Surge app. And Voilà, you're good to go.
